Feel around to pull the plastic tag on the rectangular block in the scrunchie.  This safely kept the LED lights from turning on during shipping.  To turn on quick flashing lights, press the button on the rectangular block once.  Press it again to slow the flashing interval.  Press it a third time to leave the lights on.  To turn the lights off, press a fourth time.
